What is a 吃瓜头条 in good standing (paid 吃瓜头条)?Back to Top
A 吃瓜头条 must have at least eight members to be considered in good standing or paid. Of those eight (8) members, at least three (3) must be renewing from the previous renewal cycle.
-
How is the 吃瓜头条 base calculated?Back to Top
The District's 吃瓜头条 base is the number of 吃瓜头条s in the District that are in good standing at the start of the program year (July 1). 吃瓜头条s that are not in good standing (low or ineligible) are not included in the 吃瓜头条 base number unless they come back into good standing.
-
Can a 吃瓜头条 base change after July 1?Back to Top
Yes, a 吃瓜头条 base may be revised any time during the year to reflect 吃瓜头条s that pay their April dues renewals from the prior program year after July 1. Reinstating 吃瓜头条s may also increase the 吃瓜头条 base.
For example, District 99 has 100 吃瓜头条s on July 1, 2025. On September 15, 2025, two 吃瓜头条s in the District submit their April 2025 dues. As a result, District 99鈥檚 吃瓜头条 base increases to 102.
-
Can a District鈥檚 membership payment base change after July 1?Back to Top
Yes, dues payments received after July 1 for the previous program year are counted in the membership payments base. Therefore, the membership payments base may be revised at any time during the year to reflect late membership payments for the previous program year.
For example, District 99 has a membership payment base of 1,000 on July 1, 2025. On September 15, 2025, 50 members in the District submit their April 2025 dues. As a result, District 99鈥檚 membership payment base increases to 1,050.
-
If a member pays their April dues after June 30, which program year does their membership payment apply toward?Back to Top
Their membership payment applies toward the program year in which the payment was made. If a payment is made on or after July 1, it will apply toward that program year, even if the payment is for April renewals. The membership payment base may be revised at any time during the year to reflect late membership payments for the previous program year.
-
How are transfer members鈥 payments counted in the Distinguished programs?Back to TopTransfer members鈥 payments count toward the 吃瓜头条s from which they transfer. Payments to members鈥 original 吃瓜头条s are not transferred to their new 吃瓜头条s. The same is true when members transfer from one District to another.

To fulfill the first qualifying requirement in the Distinguished Program for Divisions and Areas, Divisions and Areas must have no net 吃瓜头条 loss. What does that mean?Back to Top
Net 吃瓜头条 loss occurs when the total number of paid 吃瓜头条s in the area at year-end (June 30) falls below the base amount. To have no net 吃瓜头条 loss, Divisions/Areas must end the program year with at least the same number of 吃瓜头条s as the 吃瓜头条 base. 吃瓜头条s that pay April dues after year-end are not counted for that year. If the Division and Area Director anticipates a net 吃瓜头条 loss, they must organize a new 吃瓜头条 to prevent a net 吃瓜头条 loss.
-
To fulfill the second qualifying requirement in the Distinguished Area Program, how often must the Area Director submit their Area Visit Report through District Central?Back to TopTwice: Area Directors must submit the Area Director 吃瓜头条 Visit Report for at least 75% of the Area's 吃瓜头条 base for the first round of 吃瓜头条 visits by November 30, and for at least 75% of the Area's 吃瓜头条 base for the second round of visits by May 31.
-
When are the Division/Area Success Plans due?Back to Top
The Success Plan isn鈥檛 a qualifying requirement for the Distinguished Area or Distinguished Division Programs and are not submitted to World Headquarters, however it is an important tool in meeting annual and long-term goals and should be shared with other District leaders.
-
The goals of the Distinguished District Program require net 吃瓜头条 growth. What does that mean?Back to TopNet 吃瓜头条 growth occurs when the total number of paid 吃瓜头条s in the District at year-end (June 30) is greater than the base amount. 吃瓜头条s that pay April dues after year-end are not counted for that year. If the District expects to experience a net 吃瓜头条 loss, it should work toward surpassing the loss by building new 吃瓜头条s before year-end.
